Since I would have pointed you to the very archives where you couldn't
find sgmldecl.tei, I'll just send you a copy.
SGMLS takes as its argument (besides switches) a series of filenames.
The files are treated as if they were concatonated before being sent
to SGMLS (at least, that's the way I think of it). So a typical
invocation in Unix might look like:
sgmls -gl mysgml.decl mybook.sgml

There certainly is a dearth of good documentation on certain issues,
and SGMLS is one of them (although the man page is helpful, though).
On the other hand, SGMLS works, and it's *free* -- I, for one, am
very thankful for it, even without solid hand-holding doc.
