They're actually minutes, not feet, but both feet and minutes use the
same mathematical symbol (for "prime"). Inches uses the symbol doubled.
The ISO character entity for that symbol is ′ which you will find
in the ISOtech file. There is also ″ which is the same symbol
doubled for inches.
