No, that's not valid, as <imprint> is declared as:
( pubPlace | publisher | date | biblScope )*
(check 18.104.22.168, "Imprint, Pagination, and Other Details" )
However, <biblstruct> is declared as:
( ( analytic )? , ( monogr, ( series )* )+ , ( note | idno )* )
(check 6.10.1, "Elements of Bibliographic References" 5.2.7, "The Source
Description" 13.2, "Tags for Terminological Data" 23.3.2, "Declarable
Elements"), so I guess you have to move the <idno> to the <biblstruct> level
to have it parsed. It that what you would think of as a good solution?

><NOTE>Reprinted in <MONOGR><TITLE LEVEL="S">

I'd say you need to surround your <monogr> by <biblstruct>..</biblstruct>,
as that element is allowed in notes, as in:
<NOTE>Reprinted in <BIBLISTRUCT><MONOGR>.....
Hope it helps,
