I would separate the fact that it's centered from the more subtle
distinction of the font and size, I'd be specific about the numbering,
and I'd use <LB> to show where the linebreaks occur (if the whole is
given as "centered", then rendering software is perfectly capable of
making each line centered so long as it knows where the lines break),
but I would separate the major heading from the minor heading with
<title> (and I wish there were more values available: the u/s/j/m/a
permitted is far too restrictive):
