The Agency for Healthcare Research and Quality (AHRQ) provides
national leadership and administration of a program
which enhances the quality, appropriateness, effectiveness and access
to health care services. The Agency accomplishes
its mission through the establishment of a broad base of scientific
research and through the promotion of improvements in
clinical practice and in the organization, financing, and delivery of
health care services.

The Center for Outcomes and Effectiveness Research (COER) conducts
and supports studies of the outcomes and
effectiveness of diagnostic, therapeutic, and preventive health care
services and procedures. The work of the Center is
carried out through reviews, evaluations, and analyses conducted by
Center staff; informal contacts and collaborations with
experts in the field; meetings, workshops and conferences planned and
convened by the Center, alone or in collaboration
with public and private sector organizations; and through the
sponsorship and supervision of extramural and intramural

The incumbent serves as a Junior Service Fellow and is responsible
for performing tasks to further the Center's intramural
and extramural research agenda in the areas of cost-effectiveness
analysis and intramural analysis to inform future
directions for outcomes research and clinical evaluation.
Responsibilities focus on research, product development (e.g.,
publications, chartbooks, analytic tools), and providing
administrative, organizational, and programmatic support to senior

Specific duties include:

     Participating as a member of research teams on intramural
     Providing evaluative, analytical and advisory services that
support the work of the programs being carried out by
     Coordinating activities related to planning, development and
evaluation of AHRQ programs, including the full
     spectrum of research, administrative and information management
programs to expand and maximize uses of data
     and Web-site capabilities.
     Conducting literature searches, reviews, and syntheses in
support of solicitations for proposals and other staff
     Assisting professional staff in building research tools such as
chartbooks and software.
     Identifying and monitoring major issues in support of
conferences, expert meetings, convening activities, and other
     staff projects; gathering pertinent data, presenting options
with their advantages and disadvantages, and advising
     senior staff.
     Developing supporting material to facilitate meetings and
discussions; conceptualizing and preparing tables, charts,
     and slides; reviewing tables and documents for quality and
     Identifying and preparing data for analytic purposes;
conceptualizing and conducting supervised statistical analyses.
     Compiling comprehensive bibliographies.

Qualification Requirements

Applicants should possess a master's degree (or equivalent graduate
training) in a health services research-related or health
policy-related field such as public health, economics, sociology, or
political science. Applicants also should possess a
fundamental understanding of research, statistics, and technical
writing. Knowledge or experience with large data bases is
desirable but not required. Prior education related to technology
assessment or clinical evaluation and/or bioethics is highly
desirable. Specific educational qualifications are listed below.

Junior Service Fellow

Junior Service Fellows are generally involved as part of a team with
Staff or Senior Fellows or other Center employees.
Research studies generally have clear and specific objectives,
investigations, involve a limited number of variables, and
self-directed work in planning and carrying out research in
accordance with approaches structured by others.

Minimum Degree Requirements for Junior Service Fellow Appointments

     Master's degree (or equivalent graduate training) in a health
related or research and two years of appropriate

Evaluation Method

Applicants who meet the qualification requirements described above
will be further evaluated by determining the extent to
which their work or related experience, education, training, etc.,
demonstrate that they possess the knowledge (K), skills (S),
