The position is located in the Center for Quality Measurement and
Improvement, Agency for Health Care Research and
Quality. The Agency provides national leadership and administration
of a program to enhance the quality, appropriateness,
and effectiveness of health care services, and access to such
services, through the establishment of a broad base of
scientific research and through the promotion of improvements in
clinical practice and in the organization, financing, and
delivery of health care services.

The Center for Quality Measurement and Improvement (CQMI) conducts
and supports research on the measurement and
improvement of the quality of health care. The incumbent will serve
as a leader of a multi-disciplinary staff of researchers,
with responsibility for planning, development and coordination of
Agency research efforts for the reduction of medical
errors and improvement of patient safety. The incumbent must
demonstrate originality, creativity, and scientific excellence
in addressing the challenges of medical errors and patient safety. This includes serving as manager of initiatives and projects
related to patient safety with other senior Agency staff, planning key stakeholder meetings, leading a team to set a patient
safety research agenda, facilitating implementation of methods shown to be effective in improving patient safety, and
maintaining effective communications with CDC, HCFA, FDA, VA, DoD and other federal agencies and private sector
entities involved in medical errors and patient safety. As such, the incumbent performs the following:

     Leads, manages, develops, and coordinates the Agency activity in medical errors and patient safety in compliance
     with Section 912 of Title IX of the Public Health Service Act (42 U.S.C. 299 et seq.) and in accordance with the
     Report of the Quality Interagency Coordination Task Force to the President: Doing What Counts for Patient
     Safety (available online at http://www.quic.gov/report). This will involve developing an extramural and intramural
     research agenda; identifying and engaging key research and implementation partners within the federal government
     (e.g., VA and FDA) and in the private sector (e.g., National Patient Safety Foundation and JCAHO); leading teams
     which will design and evaluate research Requests for Applications (RFAs) and contracts; and reviewing and/or
     writing text for RFAs, contracts, and research reviews. Because patient safety is a high priority area of public
     concern, the incumbent will take responsibility for obtaining stakeholder input from the patient, provider, and public
     policy communities. From substantial experience in quality issues in general and patient safety in particular, the
     incumbent is expected to provide national leadership and impetus to this highly visible topic.
     Advises the Director on opportunities, issues and concerns which may impact future Agency initiatives on medical
     errors and patient safety, providing vision to the overall patient safety agenda for the Agency. Develops papers and
     documents which address the content and implications of the work being done on improving patient safety for
     Congressional testimony, budget proposals, and the Government Performance and Results Act (GPRA). Organizes
     and leads high level meetings with senior public and private sector officials on the development of further projects on
     reducing medical errors. Requires the incumbent to be familiar with reporting regulatory issues, confidentiality and
     privacy concerns, healthcare quality measurement and improvement, and statistical analysis.
     Serves as team leader for work on medical errors and patient safety including leading ad hoc workgroups and
     working with private sector entities. Future recruitments may require the addition of supervisory responsibilities.
     Provides leadership and expertise in the application of sophisticated methodological techniques related to the problem
     of integrating and analyzing data from diverse sources (including the integration of methodologies across disciplines
     such as epidemiology, organizational behavior, psychology, and human factors); leads multi-disciplinary patient safety
     research teams; and prepares research syntheses and analytical reports for publication and dissemination.
     Specifically, addresses the complex methodological issues involved in adapting data to evaluating patient safety
     nationally as part of the Agency's National Healthcare Quality Report. Serves as expert resource for the Agency
     keeping abreast of recent literature pertaining to patient safety and medical errors.
     Represents the Center and Agency at professional and technical meetings to keep abreast of developments, stimulate
     ideas for improving patient safety, and present the Agency's position on patient safety issues. Prepares papers and
     reports for presentation to professional groups and for publication in professional journals based on activities related
     to patient safety. Provides technical assistance and expert advice to representatives of other countries, universities,
     and research organizations providing national and international leadership in the field. Provides guidance and advice
     on development of similar patient safety initiatives by these organizations and its potential usefulness in planning and
     evaluating health programs and policies.

Additionally, the incumbent provides leadership to the support of ongoing CQMI research projects including:

     Patient safety, quality measurement, and quality
improvement—reviews published materials, attends appropriate
     meetings, and provides leadership and vision to any and all
activities the Center or the Agency conducts on patient
     safety and quality improvement. The incumbent will also play a
supervisory role in the management of any grants or
     applications that pertain to any extramural efforts on quality
improvement, quality measurement, and patient safety.
     Intramural efforts—provides leadership to other staff members in
the conduct of applied research and policy analysis
     on patient safety related issues. Such activities might include
serving as principal investigator and drafting of
     manuscripts related to patient safety.
     Extramural efforts—oversees staff members in the management of
external activities related to patient safety,
     quality measurement, and quality improvement.

Qualification Requirements

The incumbent of this position must possess a doctoral degree (or
equivalent) plus 5 years appropriate post-doctoral
health/research experience in a safety field. Additionally, the
incumbent must have experience in health services research in
general and quality measurement and improvement specifically; a
proven track record in research; and demonstrable ability
to lead a multi-disciplinary research team. The follow skills are
desirable:

     Management skills to oversee a multi-Agency program.
     Familiarity with industrial and aviation approaches to safety.
     Knowledge of human factors, industrial psychology, or
engineering approaches to safety.

Special emphasis is placed on research related to methods to measure,
improve, and report on the quality of health care in
general and patient safety in particular.

Evaluation Method

Applicants who meet the qualification requirements described above
will be further evaluated by determining the extent to
which their work or related experience, education, training, etc.,
demonstrate that they possess the knowledge (K), skills (S),
and abilities (A) described below. Applicants should provide clear,
concise examples that show level of accomplishment or
the degree to which they possess the KSAs. Applicants are strongly

and provides evidence which demonstrates possession
of each KSA listed below.

Knowledge, Skills, and Abilities (KSAs):

   1.Ability to independently organize and manage projects, multi-
disciplinary workgroups, contracts and/or grants and
     develop partnerships with outside organizations.
   2.Ability to plan, develop, implement, carry out, and oversee a
nationally recognized research activity and dissemination
     activity on quality measurement and improvement.
   3.Ability to apply sophisticated analytic methods to understand
the causes of and methods for reducing errors.
   4.Skill in written communication.
   5.Skill in oral communication.
