Are you sure that was an eagle ray or was it another type of ray. Most eagle
rays are free swimming and don't lay on the bottom. I don't think I've ever
seen one just laying on the bottom. BUT on the other hand most of the other
rays other than the manta do.

There are alot of fish in your part of the world that aren't in ours. What
are  blue Mao Maos;?? .

Are they called by another name??
