Most divers spend far more time under the surface than on it. If you're
concerned with performance under water (gas consumption, trim, stability
and avoiding entanglement and damage to the environment), then you should
equip yourself optimally for that part of the dive.

A proper rear inflation BC configuration is no less stable on the surface
than any other BC and does not compromise under water performance. Check
out the Ballast Mediated Airway Protection (BMAP) system from Brownies
Third Lung for clues as to how this is done.
