Essentially, it means (as paraphrased by Jack O'Neill), "Yoo-hoo!"

Slightly more formally, I'd say it's more like the shout of "Tennn-HUT!" given in drill
practice and other military situations.

I have a notion that it's the imperative/hortative form of the verb "to obey", but
there's little if any canon evidence to explicitly back this up.
