I agree. IMO this is probably the weakest part of the whole, otherwise
extremely interesting and enjoyable, alternate universe Ill Bethisad.
Russia
definitely deserves a better treatment. The idea (what would have
happened if
Russia had lost the war with Japan in 1905) is good, but should be
worked out
differently, because this is completely unrealistic, indeed.

You may be surprised to learn that in THIS Reality Russia HAD LOST the
war with Japan in 1905...
Which resulted in so called Revolution of Year 1905: massive uprisings
of poorest layers of workers, armed street fights in Moscow,
St.Petersburg, Kiev and some other major cities, the Czar issued a
decree of October 17 that introduced few democratic elements into
Russian society: the 1st Duma (Parliament, but only as a consultative
body), freedom to create political parties etc. Later most of
democratic initiatives were again surpressed.
