The choice seems to be between:

 a) have no datatyping, and let us people who can use ISO dates turn it 
on in a TEI customization
 b) have ISO datatyping, and let the ISO-unhappy people turn it off

I would argue that the rest of the TEI, as per decisions by the 
Technical Council
after the last few years, always tends towards solution b), so it would
be inconsistent to adopt a) in this case.
