Yes. BUT distinguish the cases
with labels. at a minimum:

 X: uses TEI vocabulary, no more no less
 Y: a subset of tei_all
 Z: extends a subset of tei_all using existing structures

as spelt out in the 3 conformance writeups
by myself, Laurent and James.
