I've had a few incidents on other lists where I've used that phrase without thinking about the non-Americans who wouldn't be familiar with it.

I remember reading they do it somewhat backwards.  The ratings are based how many liters of fuel is takes to drive 100Km or something like that, instead of how far you can drive on a liter.  Is there a common term for that?
