AIUI, Latin used <QV> for /kw/ (possibly realized as [k_w]), as
distinct from <KV> for /ku/.  Since the one letter V was doing double
duty for both <w> and <u>, the burden of disambiguation fell to the
preceding letter, which changed to indicate how the V should be
pronounced.
