I dunno If I agree with this, The IPA chart is supposed to be made for
nat-langs, and there are lots of plausible sounds that just aren't on there,
or leave certain things open to dismissal, for example I'm considering
reanalyzing certain co-articulated consonants as voice distinctions, where
the voicing is provided by a co-articulated uvular trill.

The IPA chart is the palette of possibilities one
