Dear Martin,

yes, the current structure is confusing indeed. I would suggest to merge 
<http://www.tei-c.org/release/doc/tei-p5-doc/en/html/index.html> and 
<http://www.tei-c.org/Guidelines/P5/> into one single page (and leave 
the ToC as it is).
