I discover that if there is a <bibl> element inside the <p>, the <p> is now termined, the <bibl> inserted as a HTML <div>, and the <p> restarted. It is not clear to me whether <bibl> is unacceptable, block-level, or both. Being allowed in <p>, <bibl> doesn't seem particularly blocklike.
