Since you didn't say so explicitly, I want to check that you are 
encoding the entire lexicon in a single TEI document, with a single 
teiHeader.  If so, Syd's suggestion seems appropriate.  If you will 
instead have one TEI document per volume, or one per entry, things might 
look different.
