Elena, I generally side with you about having @resp and @cert globally available, though I think I'll keep the requests separate as I hope not to raise much controversy with adding it to rs just for now. Thus getting ever closer with baby steps :)

I've noticed that @cert (and also @resp) is not allowed for <rs> elements. I don't see why could it be intentional, as these attributes are ok with <name>s, <persName>s etc, so presumably <rs>es should behave in the same way.

I've already made a feature request but meanwhile does anyone disagree?
