have you seen Lou’s ODD chainig HowTO: http://teic.github.io/TCW/howtoChain.html <http://teic.github.io/TCW/howtoChain.html>
A caveat is that your source must be a *compiled* ODD, not a simple ODD customization file. You can create the compiled ODD via Oxgarage http://www.tei-c.org/oxgarage/ <http://www.tei-c.org/oxgarage/> from your customization.
