"Religio" does appear to derive from "ligare", but the reasons are
speculative (no pun). Some people think it is because the laws of religion
bind men, that is, restrict their actions.  This has been debated enough
that the truth of the derivation has been lost in the blizzard of
ungrounded philosophical musings.
