By universal tendency, I meant how common a linguistic trait is cross-linguistically. I use the universal learnability to describe the overall learnability of a linguistic trait to people of different language families as opposed to the learnability to speakers of a specific language or language family; in other words, the learnability of a trait by speakers of different languages with equal weight given to speakers of each language.
