Dear Martin Mueller,
 
|  Is there a simple way of creating vowels with horizontal bars on top to
|  represent long vowels? And is there a way of making it appear on web
|  pages?
 
There is an ISO entity called, I think (I am quoting from memory),
"amacron" for `letter a with bar on top', and similar for other
vowels.  I am not sure if this is the same character semantic you have
in mind, or just the same or similar appearance: it is definitely
better than a circumflex.
 
I don't think you can disply it on the usual WWW-browsers, though; it
would have to be in the HTML Latin 1 set.
