Jay Fisher is right.
 
I use 99% confidence not in a statistaical sense. I don not mean that
there should be a 1 in 100 chance of a child having meningitis but that
the individual making the decision is very highly confident in their
evaluation of the child. Maybe I will start telling them they have to be
99.9% confident.
