I really do think you should say "root" instead of "word", since
agglutinative languages would totally screw that up.  But, I think that
that's probably partially true.  My thought is that it's more like:

(possible syllables)(syllables/root) ~ (constant value)

That is, the product would tend to remain around a certain value,
probably a good range, around +- 20%, perhaps.
