Presumably from an earlier [twM] or [twu] <-- [tu].

The change [tw] --> [ts] --> [s] is also attested in ancient Greek, cf.
IE *tu --> *twu --> *tsu --> su  (thou)
   (In Ionic Greek [su] then became [sy])

IE *twe --> *tse --> se (thee)
